If I were the cynical type - I would think that the vultures are looking for abandoned property and eminent domain rulings.

"When did we decide that we could usurp the constitutional right to own property?" she asked. "This is not going to be stood for. We are going to fight this battle until the end."

Looks like the vultures are circling and looking to swoop in and pick the carcasses.
