I noticed during the DowningStreetMemo hearings that Rep Marci Kaptur and others at DSM were looking into this papertrail of contracts pre 9-11. If anyone knows more about this line of investigation I'd love to see more on this verrrry interest set of most fortuitous circumstances that just serendipitously befell the Bush administration.

9-11, jails in Gitmo already built, a 500 page Patriot Act already to go for Congress to sign, Ops GardenPlot and CableSplicer with suspension of the Constitution all up and ready...and now the domestic spying ... on political "enemies of the people", as Ibsen would put it.

It was in the news when they rioted, after being detained for doing nothing worse than the Cubans were being welcomed for.

They would pick them up on unseaworthy craft in the windward straits. I don't know for a fact that is what they were doing but it is an educated guess, I saw a rescued boat with over a hundred people crammed onboard sink in the harbor there.

Who built the bases and under what CONTRACTS and paper trails ? I remember somewhere that all military spending must originate in Congress, or do we now have a secret government after all ? Let's at least make it official, huh ?

Henry Waxman is one great member of Congress and American, and I'm sure he's got his finger on the pulse that is Gitmo and KBR/Halliburton ... (aside rant:It should be no doubt that whatever safeguards our Federal Acquisition Regulations and government contracting policies and procedures once existed have been "Cheneyed". Costs of toilet seats, etc., might not be so outrageous in light of how the system has been changed via paperwork reduction schemes and easing cost-price justifications to the gov't, etc., for what are deemed 'catalog items' or off-the-shelf items ... on the surface it sounds good, but the changes opened the door to corruption and exploitation ... superficial examples cited to make Federal Acquisition Regulation (FAR) 'reforms'/changes imho pales in comparison to the boondoggle for KBR/Halliburton/Cheney ... Cheney was around during these changes, took notes, found loopholes, and went to Halliburton to start profiteering with such concepts as Bases-in-a-Box.)

Rep. Waxman cited in a letter to Rumsfeld that KBR/Halliburton had gotten a contract in May 2001: "Despite its apparent connections with terrorist states, Halliburton appears to be one of the main companies profiting from the war on terror. In May 2001, Brown & Root was awarded a five-year, $300-million contract to provide logistical support to the Navy."

What exactly was the statement/scope of work? Was it a Blanket Order 'for whatever' work came up, or more specific???

Halliburton profiteering is certainly an issue of concern.

The other more important one is what Yale Professor Koh mentions in a 2003 Miami Herald article:

"Yale Law School professor Harold Koh, who represented Cuban and Haitian migrants at the Guantánamo base in 1994-95, said by phone that the construction means ‘we are just getting further and further in’ to an alternative justice system outside the rule of law and unauthorized by Congress.

" ‘If everyone thought about where this is leading us, they might have doubts about whether this is where we want to go,’ Koh said. ‘We have set up an offshore prison camp in an extrajudicial zone where people have no rights, and we assume no one is going to follow our lead....’ "

That's the issue which ties-in to Bu$hCo's** MO regarding abuse of rights-laws-power, etc.

DU's once-but-not-forgotten-'ewing' posted in March 2002, that an open-ended contract was awarded to KBR/Halliburton in June 2000 while Vice President Dick Cheney was still CEO. Was Gitmo cited in the contract? The Statement of Work could be FOIA'd. Did this contract spawned the detention centers at Guantanamo Bay??

Brown & Root Services, Houston, Texas, is being awarded a maximum estimated $75,000,000 cost-plus-award-fee, indefinite-quantity/indefinite-delivery order contract with a guaranteed minimum of $100,000 for emergency construction capabilities. The total contract amount is not to exceed $300,000,000 (base year plus four option years). Work will be performed at worldwide locations, to be determined, when task orders are awarded. Work is expected to be complete by June 2001. Contract funds will expire at the end of the current fiscal year. Work will be performed in Guantanamo Bay and is to be completed by April 2002. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 44 proposals solicited, three offers were received, and award was made on June 29, 2000. The total contract amount is not to exceed $300,000,000, which includes the base period and four option years.
