4. That's an interesting question . . .
I think there'll be a bloody fight, which might hurt them. They may put in a non-criminal, which might help them. It might weaken the hold on their balls by the K Street paymasters, which might help them. It might reduce the effectiveness of the K Street bullies, which might hurt them.

If the majority's answer is "no", then the reich-wing will want to keep DeLay.
If the majority's answer is "yes", it looks like people don't care about the issue.
