Why didn't Kerry want Iraq oil to pay for Reconstruction?
Amendment Number: S.Amdt. 1859 to S. 1689 (Emergency Supplemental Appropriations for Iraq and Afghanistan Security and Reconstruction Act, 2004 )
Statement of Purpose: To promote the establishment of an Iraq Reconstruction Finance Authority and the use of Iraqi oil revenues to pay for reconstruction in Iraq.

It's always good to know the op res topics as you head into a general election cycle!

BTW, JK thought that Iraqis shouldn't have to fund their own reconstruction after we -- like-- invaded their country and destroyed it.
