3. Look at the smaller reports on the page
Rusmussen is saying, in effect, "Everything Is Hunkey-Dorey!" People are more optimistic. The economy is rebounding. Kinda/sorta.

Except that Bush's numbers are tanking.

How can a president's numbers tank when the economy is going better? Maybe, when the president is an idiot and a crook.
