The proposals come two weeks after high-rolling lobbyist Jack Abramoff pleaded guilty to bilking clients, evading taxes and conspiring to bribe a congressman. Abramoff has agreed to cooperate with federal prosecutors in a wide-ranging probe that could result in charges against half a dozen people, according to sources with knowledge of the investigation. Abramoff had close ties to many leading Republicans -- and with elections coming up in November, Democrats hammered the GOP for what they call a "culture of corruption" surrounding the congressional leadership. Democratic leaders plan to reveal their own ethics reform package Wednesday, and they mocked Hastert's proposals.

"The idea of Republicans reforming themselves is like asking John Gotti to clean up organized crime," Senate Minority Leader Harry Reid, D-Nevada, said in a written statement. And House Minority Leader Nancy Pelosi, D-California, called the GOP measures "a Band-Aid on a gaping wound."

"The Republican proposal fails to address the serious ethical abuses resulting from violations of existing rules and laws designed to curb corruption," Pelosi said in a written statement. "It does nothing to restore an open, democratic process to the floor of Congress; and it leaves totally intact the Republican K Street project that trades lobbyist jobs for special legislative favors."
