K street project and snake Cheney's shadow/secret govt.

supposedly snake Cheney has this secret govt., secreted somewhere, where the participants work for a specific time and then are changed off to someone's else turn.

and then there is the talk of snake Cheney's shadow govt.

and now we know lobbyist have actually written legislation.

is K street part of the secret/shadow govt. that's been talked about?

what got me thinking of this is Brian Lamb on W.J. showed us photos of the bldgs. the big lobby firms have offices in. and I'm wondering why Lamb went to all that trouble to send a photog. to take the pics and then to prepare a city map with the lobbyists marked.
