(CBS) President Bush's approval rating is stuck at a dismal 42 percent as he heads into next week's State of the Union address, according to the latest CBS News/New York Times poll.

Fifty-one percent of Americans give him a negative job approval rating. It's the first time in his presidency he'll give a State of the Union speech with a majority of the residents of the country saying they disapprove of the job he's doing.

While most Americans believe Mr. Bush displays strong leadership qualities, when it comes to helping the victims of Hurricane Katrina, just 25 percent of those polled think the Bush administration has a clear plan.

The public is divided over Mr. Bush's secret domestic surveillance program, with just more than half saying they approve of his authorization of wiretaps without warrants to fight terrorism.

At the same time, a clear majority, 64 percent, is concerned that the Bush administration’s anti-terrorism measures could threaten their civil liberties. A third are "very concerned."

10. The top 10% of the economic strata have made out like, er, bandits
So there's that. And about one-third of the electorate is still piss-your-pants scared thanks to the unrelenting tactics of the corrupt Bush administration. Fear trumps reason.

11. They are the vast majority that do NOT pay attention
They are the ones you see on Jay Leno's "Jaywalking" who, when shown a picture of Dick Cheney, think that they are looking at Lon Cheney or Lou Grant...show them a picture of Harrison Ford, and they say George Bush. There are a LOT of clueless twits out there, sadly, who don't think past what they want to do on Friday night, and if they can afford that new iPod or other consumer toy.

Anyone believing that Bush will ever have an approval rating that low is very optimistic and/or dilusional. I know plenty of people here in red state Indiana who would support Bush no matter what he says "because he's a christian man and is against abortion and gay marriage." It's simple as that, I know several people who vote republican simply on abortion nothing else. So to all of you that can't understand I'm trying to tell you, I think his approval numbers have probably bottomed out, I can't see them going much lower.

13. I guess it's a question of whether
that hard-core, head-in-the-sand group is 25% of the population or 30%.

But in general, yes, I know. They exist, and there is NOTHING he can do to dissuade them from their hero-worship.
