Shalom blames Palestinian President Mahmoud Abbas - and the Bush administration - because they pressured Israel to allow Hamas to take part in the election.

What Abbas had told the United States - and the United States relayed to Israel - was something like this: "I can't take the next step on the 'road map' to peace, the disarming of Hamas and other terrorist groups. But if Hamas is allowed to enter electoral politics, then after my party wins the elections, our new parliament will pass laws that require civilians to disarm."

Bush and Abbas might believe Hamas will change. But Israeli officials don't and never did.
