Enron built a huge power plant in Dabhol, India. They were losing tons of money on it because they didn't have a good source for natural gas. They planned a pipeline that would save the plant but it had to run through Afghanistan. If the Dabhol plant went bust Enron was going to collapse. We think Cheney reassured Lay in the secret energy panel meetings that the pipeline would be a go because we were about to get our war on over there. And that this is why Lay kept saying good news was right around the corner.
