200 to 300 times a day from June 2001 until very recently, thank god for fire walls, and anti spy ware programing, my fire wall has stopped the majority of DoD hits. Also have a trace back program that tells me who what and where the hit came from. Tired tracing the DoD back and after 3 hours I gave up.

I don't think they are just spying on reporters and I really don't think it was an accident that they called American citizens "dissidents" over the election issue and several other issues as I recall. Using the term dissident is the perfect excuse to spy on people.
They went around FISA because they knew FISA would either modify their requests or outright deny them. They KNEW they were breaking the law and didn't think they would ever get caught. I actually think they still believe they will never have to divulge the truth. I would guess they are in the process of shredding evidence as we speak and they will classify everything they don't get to and drag their feet on any records request by an impeachment tribunal and/or court of law.
