i don't think this is what you want to find or what your looking for--it sounds as if it is saying the opposite of what you're looking for, but i ran into this and thought it was interesting--so here's the opposite side of the coin where tice says they did not do spying before 9/11 on citizens. however i didn't read the entire piece. i just cached it after i googled before september 11th and warrantless
