1. WTF? US Army Corps of Engineers: 41.3% decrease?

The same US Army Corps of Engineers that has had its budget refuced by half since 2001? The same US Army Corps of Engineers in charge of maintaining levees and navigation routes on our major lakes and rivers?
Bush* has no intention of rebuilding NOLA and the Gulf Coast or keeping American communities safe from flooding.
