3. Good guess, but wrong :) Citizen and Labor Energy Coalition. It was

a name from an organization working to mitigate the effects of Reagan's natural gas deregulation.

Some of those folks then worked to put together a nationwide-non-profit canvassing organization that managed canvasses for local grassroots groups.

At their apex, they managed canvasses for groups like Citizen Action, Fair Share, Clean Water Action, Silicon Valley Toxics Coalition, etc.
