or something like that i forget now - nothing really to do with the actual crime being investigated ... investigations that lead to brick walls isn't very helpful for the moral.

why won't they just bust people for the crimes that is out in the open?

The cast of characters includes several women and at least some token African-Americans. A scandal 100, or even 50, years ago would probably have been restricted to white men. Does this count as progress? After all, many of us have simply not had the opportunity to be involved in really high level scandals before. Here we see underrepresented groups playing pivotal roles.
