Kim Il George's minions are claiming that the commander-in-chief clause of the constitution automatically converts a president into an absolute dictator who can do anything at all that he wants to whenever there is an undeclared war.
In the context of American constitutional history, the claim is preposterous, laughable, and fatuous.
However, just for argument's sake, suppose that was the "original intent" of the founders in putting that clause in the constitution. IT DOESN'T MATTER! The fourth amendment came after that, it AMENDED the previous version of the constitution, where the commander-in-chief clause is. That's why they call it an amendment. The fourth amendment changed any possible absolute dictator interpretation of "commander-in-chief" and placed the same limits on Dear Leader as it placed on all other parts of the government.
