Why do I think that it is just possible that the Arab port management proposal is some kind of ruse to get us all inflamed enough so that we accept a compromise agreed upon by all. Per the repugs, they will not push the Arab management scenario if you all agree to allow Halliburton to run the ports. After all, they are the ones best qualified. (chuckle, chuckle) I bet this is the long range plan to begin with. ROVIAN, No?

if any of "us" got to have our say about what Halliburton, et al, do and do not get in terms of contracts. But it's pretty clear that this administration doesn't feel the need to ask for permission to do anything.
