9. Ports, like everyone else, subcontract
the Port Authority doesn't actually run all the operations, they hire Stevedores, mechanics, pilots, etc, all from subcontractors, like P&O. Those contracts are open to public bid, like all public contracts. The lowest bidder who can meet the contract (which includes whatever the Authority demands, like the hiring of union labour, or meeting certain environmental targets) wins. None of the actual work is outsourced, only the eventual corporate ownership. The US hasn't had a company seriously involved in global shipping operations for 20 years.

Don't laugh. Everyone's been trying to figure out why Bushco would support such a stupid proposition. Maybe it's a way to undermine the unions. Isn't the stevedore's union still pretty powerful?
