2. This isn't about ports, security or business, I think.

It is to create an appearance that the wingnut congress creatures have light between themselves and unpopular issues. Bush Cheney can be the bad guys until the 2006 elections are past. Once Rep-nut control of Congress is continued, all will be forgiven and again consolidated. Just buying a little more time to consolidate a few more precincts with Diebold and train a few more Blackwater mercenaries. Then silly issues like elections will be of no concern.
