Barbara Kerr, president of the 335,000-member California Teachers Association, got a lot of laughs at Gov. Arnold Schwarzenegger's expense Saturday.
``This governor talks, then he changes his mind, then he talks, then he changes,'' said Kerr, addressing 400 educators at the union's Urban Issues Conference at the San Jose Marriott. ``He has no core values whatsoever.''

``We can be happy, but we can't be satisfied,'' Kerr said, to hoots and applause. ``We won in November because of our passion and hard work. We have to keep that passion.''
Kerr urged union members to vote for Proposition 82, the Preschool for All Act, on June 6. And she stressed that the educators would campaign hard for state treasurer Phil Angelides as he battles Steve Westly in the Democratic primary.
``Phil may not have the charisma of a Hollywood actor,'' Kerr said. ``But I think we can do with a little less charisma and more substance.''
