of incompetence"?

(I forget who originated this).

Well, Bush blows that theory out of the water . . .

He rose well beyond his level of incompetence . . .

3. In point of fact, boosh hit his level of incompetence at about
the age of thirteen. From then on, he's been little more than a counter on the board, no doubt far more valuable-to the rest or America-as a drunken sot, but highly useful to the dark forces of power as a halloween mask, useful for frightening children and annoying thoughtful, emotionally developed adults.

if you wish to fire someone, you promote them beyond their ability. They are bound to fail, thus you re justified in firing them.

However, in moron* land, it's the complete opposite. The fire or "retire" the competent and promote the incompetent way beyond their ability and give them medals on top of it.

bizarro* world: where the fools rule and the intelligent are shamed.
