He is saying that the 4th Amendment gives the Pres the right to do this wiretapping without any further Congressional approval.

is makign the case that the searches are legal. He is saying that the communications revolution has far exceeded the law's ability to keep up. (This is the Admin's argument, isn't it?) He is relating the difficulty in tracking people.
