Steny Hoyer (D-Maryland) just made that statement on C-Span.

That's a great sound bite, IMHO.

I would like to see our Dems pick up this comment in their campaigns.

2. Historical fudge extrapolation

I'd like to see the media begin taking any budget figures that Bush publishes and extrapolate what the most likely expenditures will *really* be based on historical corrections to previous miscalculations. If they say the budget will be $N, I expect 1.5 to 2 times that as the final figure.
