The Hill: GOP Scrambles for Unity, Dems Increasingly United
....Splinters within the {GOP} conference and unified opposition from Democratic lawmakers have made it harder than ever for leaders to win tough votes.

“There is no question our margins are tight, and that’s even more true in an election year when Democrats are increasingly united in their opposition,” said Jessica Boulanger, a spokeswoman for House Majority Whip Roy Blunt (R-Mo.).

More than 40 Democrats voted on the opposite side of House Minority Leader Nancy Pelosi (D-Calif.) in helping Republicans approve bills to establish tougher standards for state identification cards, repeal the estate tax, create stricter bankruptcy laws and toughen penalties for litigants who pursue unwarranted class-action lawsuits. House Minority Whip Steny Hoyer (D-Md.) and then-Democratic Conference Chairman Robert Menendez (N.J.) were among members voting to approve the bankruptcy bill.

But Democrats have rallied increasingly around Pelosi and Hoyer as the midterm elections approach.

In fact, Democrats are more united on tough votes this year than any other, according to a tally completed by Congressional Quarterly.
