The guy he replaced in that seat, Alfonse D'Amato, kept a modest watch on street potholes and sewer drains, etc.

it's just a case of a special kind of "harmonic covergence" that has always driven Schumer. Every so often what's good for Chuck Schumer, politically, is good for everyone else, so he ends up looking like a hero for about 48 hours until he returns to being the no-nad power piggy he is in reality.
This moment of seeming brilliance will pass. It's all done with smoke, mirrors and coincidence.
