The problem is that people figure that they can get the $100 bucks now and directly. The $28,000 they can't really imagine paying back, it isn't like they are going to get a bill in their mailbox tomorrow. Urggh, republicans, republicans...

that turned out to be a PREPAYMENT on the refund you would be due at the next tax time. And if you weren't due a refund, you got to pay it back.
