proclaimed on May Day

THE Department of Justice on Friday raised the threat of a revived state of national emergency in case violence and unruliness get out of hand.

“If the situation deteriorates perhaps in the magnitude of May 1, 2003, , that declaration of a state of national emergency is a possibility,” Justice Secretary Raul M. Gonzalez said.

He added that if a need arises to use the calibrated preemptive response policy, it could be done because the Supreme Court ruling assailing its unconstitutionality is not final.
