The very beginning of "New Imperialism".
From a contemporary liberal perspective, and considering what an inspiration he and his strategist Mark Hanna were to the current denizens of the White House, I don't see how he can possibly be omitted.

Lists like this fun, but they can oversimply complicated issues.
Take LBJ. He was president during a time of the most robust economic growth the nation has known. During his presidency, the bulk of the civil rights legislation was passed. He was able to maintain a Democratic majority in Congress, despite heavy attacks on his office.
And he didn't get us into any wars. He escalated VietNam into a major conflict, but JFK had already committed troops to that quagmire.
Not that I liked him much. And there is that whole Texas thing. But he got a lot of good things done.
