Why Republicans make a shibboleth about 'local control' of education, and then surrender any discretion about levels of spending on it not even to the legislature, but to the state constitution, is beyond me.
It's lazy politics.
"Here, I'm too lazy to go to town meeting, so we brought in budget-by-referendum. But I'm also too lazy to vote, so let's everything fixed once and forever and I can go back to watching bass fishing on the Deuce."
