The War on Terror
What if this was the plan for the War on Terror instead of the current indefinite war?

(1) Primary Endpoint: Capture Osama bin Laden. Then, begin troop withdrawal.
(2) Secondary Endpoint: Use financial influence with a goal of reduction in terrorist funding by X% and increased standard of living in these regions by Y%.
(3) Tertiary Endpoint: Use diplomatic influence with a goal of decrease in "guerilla warfare" by Z%.

1. Wrong, wrong, ALL WRONG, DAMMIT!
You're thinking as if the actual goal is to end terra. If the war on terra ends, what can we use to justify our megaexpensive military/industrial complex?

We, as a nation, always need an ENEMY to keep our minds off of actually improving the lot of our citizens. ALWAYS an enemy, always an Emmanuel Goldstein.

When Al Qaeda wasn't enough, look what we did: http://www.washingtonpost.com/wp-dyn/content/article/2006/04/09/AR2006040900890.html

The plan should be:

1. Primary STARTINGpoint: Create more OBL's then begin troop deployment in other nations.
2. Secondary startingpoint: Use financial influence with a goal of fomenting terrorist recruitment by X% and increased corporate profits in these regions by Y%.
3. Tertiary startingpoint: Use diplomatic influence to increase guerrilla warfare by Z%. Supporting Israel's invasion of Lebanon and its Apartheid is a good start.

See how it works?

Saudi Arabia's unemployment reaches 30 percent
Saudi Arabia, Economics, 3/5/2003

Saudi Arabia has put out into actual implementation a decision yesterday which bans recruiting foreigners in Jewelry shops in the kingdom with the objective of ensuring job opportunities for its citizens, as unemployment rate in the kingdom reached 30%.

This decision, however, includes 6,000 Jewelry shops which employ 50,000 persons, expected to create 20,000 job opportunities for the Saudis.

This decision was taken in the year 2000 by the minister of the interior Prince Nayef Bin Abdul Aziz.

Unemployment rate in this country which is the first ranking oil producing country, has been continuously increasing. An unofficial study issued yesterday estimated this increase at 30% of the Saudis eligible to work. Saudi Arabia's population tolls 22 million including 7 million foreigners.

4. Primary starting point
1) withdraw from Iraq
2) condemn Israel's recent actions in Gaza and Lebanon as violations of the war of armed conflict. Threaten to cut off military aid.
