If a senior member in the military had done that to a junior member and the action was unwanted and made the subordinate uncomfortable, (by Merkel's reaction those caveats applied here) the senior would at the least be on the carpet with serious roadblocks to his/her career as a possibility. But it doesn't matter if you are george bush.
