official UN guidelines: neck massage = sexual harassment
As reported by the Seattle Post Intelligencer:

Since this was an international summit, we'll cite the United Nations' sexual harassment guidelines. "Unwelcome behavior is the critical word," the document says, followed by a listing of objectionable actions. About halfway down the list: "Neck massage."

This is the kind of thing that ambassadors get recalled over. If Germany would do something about it, then we could really throw the book at * for damaging relations with one of our allies.

But... the Veep shot his friend in the face, so what's a little sexual harassment between world leaders?

7. Its a clear case of sexual harassment in the military
I guess the Commander in Chief of our military is not subject to the UCMJ. Is he subject to any laws or is this a classic, "its okay if you are a republican."

They can't even seem to prosecute rapists. I doubt they care about sexual harassment on this level.

just a g*ddamned piece of paper to him. He wipes his ass with them in the john. Bush don't have to obey no laws. He's above them. He's The Decider. He can do as he wants, because he says so. And no one can stop him, because no one has the courage, guts, or balls to do it.

George W. Bush is a disgrace.
A criminal.

I'd like to look into doing it in this country, while we're at it.

Under the Vienna Convention on Diplomatic Relations Article 9, a receiving State may "at any time and without having to explain its decision" declare any member of a diplomatic staff persona non grata. A person so declared ("PNG'd" in diplomatic and espionage jargon) is considered unacceptable and is usually recalled to his or her home nation. If not recalled, the receiving State "may refuse to recognize the person concerned as a member of the mission."

What amazes me is how the discussions of Bushito's totally out-of-control behavior immediately prompts a discussion by the Right of Clinton's eight-year old peccadillo. No discussion of the issue as to Bush's mental state, just more Clinton bashing.

After 6 years of investigation all they could find on the Clinton was he lied about a BJ with a consenting adult in his office. Yet, Bush's lies, distortions, perfidy, and treason are ignored. You might want to look at Ava Lowrey's great videos* on the 32% of TFM's (total "freak'n" morons) that still support this criminal. Go Ava!

...get this to Fitzgerald's office right away. They got Capone on tax evasion, Clinton on lying about a blow job. If we can't get Chimpy for war crimes and crimes against humanity in general, maybe we can get him on the neck massage---got video evidence, air tight, open and shut case for impeachment if there ever was one.

The neck rub was to distract her away from his political rival. it was not sex, it was intimidation. He didn't want her speaking with someone who is questioning his absolute power.

33. The President Out of Control?
Bushito's childlike responses to serious questions ("I thought you were going to ask me about the pig"), his groping a flautist at the evening BBQ, his near obsession with who would be slicing the pig, his crude table manners and language in front of the Russian President, and his groping of the German Chancellor certainly argue to a serious psychological infirmity.

He has certainly acted irrationally in the past, but lately his behavior has clearly indicated evidence of serious mental problems. One might easily believe he is again under the influence of alcohol or other more serious psychoactive drugs. He is behaving like a drunken frat-boy at a party.

Alcohol may be the least of his current problems though. It appears to me he is showing signs of bipolar disorder. His behavior appeared as though he was in the manic phase this terrible disease.
