"High gas prices are a sign of a failed presidency."

1. I've been looking for years
and haven't found an "official" source.

(However, I do believe he said it.)

2. There's pages of people quoting him, but they must've scrubbed the speech
A Google search will take you to tons of different sites across the nation where people are talking about him that quote back in '98, but not one of them that I could find had the link to the speech.

5. This is the closest to anything official that I can find.
But, it's not about Cheney's comment, but Scott McClellan.

"On the campaign trail in 2000, Bush spokesman Scott McClellan cited rising gas prices as an example of “failed leadership,” contending that if elected, Bush would support a government investigation of higher gas prices."
