Specter Prepping Bill to Sue Bush

A powerful Republican committee chairman who has led the fight against President Bush's signing statements said Monday he would have a bill ready by the end of the week allowing Congress to sue him in federal court.

"We will submit legislation to the United States Senate which will...authorize the Congress to undertake judicial review of those signing statements with the view to having the president's acts declared unconstitutional," Judiciary Committee Chairman Arlen Specter, R-Pa., said on the Senate floor.

Specter's announcement came the same day that an American Bar Association task force concluded that by attaching conditions to legislation, the president has sidestepped his constitutional duty to either sign a bill, veto it, or take no action.

Bush has issued at least 750 signing statements during his presidency, reserving the right to revise, interpret or disregard laws on national security and constitutional grounds.

"That non-veto hamstrings Congress because Congress cannot respond to a signing statement," said ABA president Michael Greco. The practice, he added "is harming the separation of powers."

I agree with you, but Shrub is getting less and less popular, and
loosing the support of more and more people, both in the Congress and in the public! I actually think there is a good chance he'll follow through this time.

Look by now everybody knows that:
Iraq was based on a lie.
9/11 happened because bush and company did nothing despite 52 + warnings
(lowest of the different evil conspiracies)
That the intel was fixed
that bush & company started their NSA spying in march of 2001
that Gore then Kerry won
that the congressional GOP and many dems have failed to do shit about
our slide into a dictatorship ....

Spector will jump down just like he did about NSA spying

It might be part of party strategy, but I get the impression that Spector
is genuinely pissed. The Senate is pretty serious about preserving its privledges, such as making law...and then expecting the administration to execute them.

Isn't it Specter that is preparing a bill to inoculate Bush from his illegal spying? So now he's the Big Bad Bully standing up for the Constitution? Ummmmm, I don't think so.

This story says Bush has issued at least 750 signing statements, and I've read that elsewhere, but on Wikipedia says, "George W. Bush's 130 signing statements contain at least 750 (constitutional) challenges." http://en.wikipedia.org/wiki/Signing_statements

So is this article incorrect on that point? Or Wikipedia?

Then after "contentious negotiations" with the whitehouse (read total capitulation by Specter), the bill will morph into one that completely legalizes "signing statements" and prevents any meaningful judicial review. How many times to we have to watch this rerun? Why do I feel like Charlie Brown and Lucy is holding a football?
