...I tuned in as he was outlining the participating but I did not hear the context that it was made. I only saw Bolton reciting the countries as (J) Japan, (U) United States, (I - I did not hear), (C)Canada, (E - I did not hear), (2nd C - I did not hear), (A - I did not hear), (N) New Zealand and (S) may not have meant anything. But Bolton then smirked through his mustache and then explained it was an acronym that helps him remember the countries. It sure does not work for me!
