US sees ethnic strife -- not terror -- tearing at Iraq

The administration of US President George W. Bush had long emphasized Zarqawi's role in Iraqi violence. This enabled the White House to argue that American troops -- by battling in Iraq against terror -- where preserving the security of US soil.

But some analysts questioned the high profile the administration was awarding the terror network and accused the Pentagon of falsely portraying what was really at the root of the growing violence -- a deadly inter-ethnic conflict that erupted following the US invasion.

Influential Democratic Senator Ted Kennedy asked the Director of National Intelligence, John Negroponte, to deliver on October 1 an updated National Intelligence Estimate on Iraq.
Kennedy argued that the administration's latest analysis was outdated and presented a bill calling for a review that was later picked up by Negroponte's office.
"We need an assessment from the intelligence community about the extent of the threat from violent, extremist-related terrorism, including Al-Qaeda, in and from Iraq," Kennedy said.
