Thank you.. In this case he was referring to his stance on same-sex marriages, actually saying how was he going to counter Republican criticism of an earlier pro-gay marriage vote of his.

Cheney believes that the question of civil unions should be left up to states. I believe this is welcome news. But I defer to partnered posters.

Cheney said the matter should be left to the states. “My own personal view is that people ought to have the right to enter into any kind of relationship they want to enter into,” said Cheney. “With respect to how that’s affected or regulated by the state, those are state decisions. Different states are likely to make different decisions based upon their own wishes and desires of the people of the state, and that’s perfectly acceptable.”

Since it says in the Constitution that states must honor contracts issued in other states. Thus if Vermont issues a 'gay marriage' license then Texas, Wyoming and every other state are constitutionally required to honor it. State's rights ain't gonna fly.
