The British Model
The UK has been mercifully bereft of a history of cowboys and cowboy antics. They have *not* been bereft of terrorist groups. They have, for years, had to keep a sharp eye out for the IRA's operatives.

They know what they're doing, generally. I don't want to refight the crap that raged on and on in Northern Ireland for far too long. But looking at the UK's howfront security, they've been pretty successful. True enough, some bombs were set off and some lives were needlessly and tragically lost. But for the most part, plots were thwarted and miscreants brought to justice.

By patient, thorough, quiet, competent **police** work.

2. I think you've fallen for the James Bond mythology.
In reality it is much better to use the Monty Python filter when observing British society.

Notice I'm leaving Ireland out of that list.
The list fills the older globes with pink countries. and whereever the British Empire goes you'll eventually find a shit hole and a whole bunch of resistance groups, terroists and current political trouble with roots firmly entrenched in the "British Model".

Sure they're pretty good at fighting terrorism but they're even better at creating the incubators of terrorism.
