On Wednesday, President Bush repeated his false election-season message: If you don't want to hunt down terrorists my way, you don't want to hunt down terrorists.

In a scripted event at the White House, Mr. Bush announced that 14 suspects linked to 9/11 and other attacks against Americans had been transferred from CIA custody to the military prison at Guantanamo Bay, Cuba. Unless Congress quickly enacts legislation legitimizing special military tribunals, Mr. Bush warned, those suspects can't be brought to justice.
