We are doing ok.
Depends on who you ask really. If you are one of the folks who came back quickly, got something worked out with your insurance, and got started on the rebuild before the deadline to raise your house (cost-ineffective to say the very least), then you are likely done by now, in your house, and working a lot. Wages are way, way up. Opportunity everywhere to work as much as you could possibly want, and the pay can be very good.
The crime is back. 110+ murders since April in a city of 250,000 during the day and half that at night (many commute from their evacuated location - Baton Rouge, Miss, etc). So, that sucks.
But, the attitude in the city is very, very positive. Heard on the radio today that 670+ of the approxiamately 800 restaurants are already opened, and I can tell you many, many more are under construction and will be back soon.
The Quarter is great, since there was almost no damage and very little water in the Quarter, and the Marigny is back strong as well.
The Bywater is in rough shape. Much was destroyed, but much remains. Anything east of the Bywater all the way to the Mississippi/Alabama line several miles inland is 100% destroyed, every tree, every building, everything but some roads.
Same goes for Lakeview. Completely destroyed. Many homes can salvage the studs, the foundation, but nothing else. All of the trees but palms have died. The grass is five feet tall, and racoons, gators and rats are as common as on our hunting land in North Louisiana.
Utilities are back. Police force is about 75% from my understanding. The courthouse has re-opened, but there are no public defenders really, so many folks arrested just prior to Katrina for minor offenses remain in jail awaiting even a bond hearing, many for offenses that would never have earned them this much time. A very real tragedy for these people. Many of them have homes that have been rotting for 14 months now, their belongings long since looted.

Come down and see us. The weather is beautiful, and everything that makes New Orleans great is open and ready to see. (except for City Park, Camilia's Grill, Mr. B's Bistro, City Perk, the Gondolas, West End Marina, ok, I'm stopping now, depressing to see the work to go).
