More bush signing statement insanity
bush reserved the right to ignore key changes in congress' overhaul of the Federal Emergency Management Agency including:

A REQUIREMENT TO APPOINT SOMEONE WITH EXPERIENCE HANDLING DISASTERS AS THE AGENCIES HEAD

in setting aside dozens of provisions contained in a a major homeland security spending bill.

In other words bush could appoint limbaugh or anyone who works at faux to head up FEMA since it doesn't have to be anyone with an education or knowledge or leadership skills or an ability to produce results.

Anyone remotely connected to PNAC should be hung by the neck until dead.

2. I am of two minds on this.
There are many experts in fields who make horrible administrators. And I have dealt with several administrators in various fields who had no clue about the subject matter, but ran superb organizations.

Administritive functions can be taught, so long as the person learning them has the capacity to take advantage of the lessons. They also exist in some talented people.

We do NOT want a FEMA expert with no leadership abilities in office. We DO WANT a talented, responsive, and effective administrator who will control a huge budget with thousands of employees who will put the right people in place to do the right job.

make that, instead of being of two minds, I disagree.

Unfortunately, I also agree that PNAC peepholes have proven over and over again that they not only don't have any inner administrative talents, they have never learned any lessons about effective techniques. They want to line their pockets first, then blame democrats for their own failures.
