When he marched into Iraq without the approval of pretty much anyone? He hasn't changed, only the situation has changed. North Korea can't end any trouble it starts, but that's not the point. It can start trouble it doesn't have to worry about ending.
And we're spending how much on an invasion of an innocent, sovereign nation until 2010? Looks like things are exactly what Bush wants, or the Iraq situation would be very different, especially with North Korea existing as a genuine threat.

Nukes don't work well in mountain areas. Truman ruled them out, even the current plans must account for that.
