CALIFORNIA SEC. OF STATE DECLARES ALL STATE VOTERS MAY OPT TO VOTE ON A PAPER BALLOT IN MID-TERM ELECTION!




Every California voter who wishes to vote on a paper ballot in this year's general election may do so, The BRAD BLOG has learned, according to an October 3rd, 2006 memo issued by the California Secretary of State's office!

The terse, single-page internal memo, sent to "All County Clerks/Registrars of Voters/Vendors" on CA SoS stationery (download complete memo here ) instructs elections officials across the state that they should "have an adequate supply of paper ballots" if electronic voting machines should break down or "if a voter chooses not to vote on electronic equipment."

Written by CA's Asst. SoS, Susan Lapsley, the memo was issued in apparent response to our recent call for Congress to introduce and pass immediate "Emergency Paper Ballot" legislation. While bills were subsequently introduced in both the House and Senate, neither chamber succeeded in voting on the legislation before adjourning for the election recess. Eagle-eyed BRAD BLOG readers may remember Lapsley as the one behind the Busby/Bilbray fax to Congress, declaring the Republican Bilbray the winner of the recent CA50 U.S. House Special Election to replace "Duke" Cunningham weeks before it was certified, while thousands of votes remained to be counted — and well after we had already exposed that the tainted election included voting machine "sleepovers" with poll workers in the days and weeks prior, in contravention of both state and federal law.

Lapsley's memo was written just after Congress adjourned and prior to the letter we sent last week, along with more than 50 other Election Integrity organizations and leaders, to all 50 Secretaries of State and Governors calling on them to institute immediate plans and procedures for Emergency Paper Ballots.

2. This was originally a Kevin Shelley directive! But what corrupt county

election officials are doing is substituting "provisional" ballots for real paper ballots, cuz they know that anyone who requests a paper ballot is on to them, and they want to be able to toss their votes. "Provisional" ballots are very tossable, by design.

If Diebold shill Susan Lapsley's memo doesn't forbid election officials to substitute in "provisional" ballots for real paper ballots, then it's just a scam.

The ONLY guarantee that you will be able to cast a vote--in the case of accidental or strategic machine "failure"--is voting by ABSENTEE BALLOT!

The deadline for requesting an Absentee Ballot vote in Calif is OCTOBER 31! Still plenty of time. (The deadline for registering to vote is Oct. 23, a week earlier). First class postage is acceptable, but I recommend mailing your Absentee Ballot certified/return receipt requested--or hand-deliver it to the registrar's office beforehand (best) or to your polling place on election day --(to make sure it gets there). (Check local rules for other states.)

There has been a HUGE SURGE in Absentee Ballot voting in California and across the country. This is a PEOPLES' PROTEST against the machines! Get behind it! Spread the word! If nobody will vote on these machines, then we can force election officials to reform this system, or resign. Pressure on LOCAL officials is the only way I can see to get rid of these machines. And big AB voting this election is the only way to do it quickly.

The corporate media are already LYING about this huge surge in AB voting. They're saying it's convenience. (Sacto Bee-Dan Walters, yesterday.) IT. IS. NOT. CONVENIENCE. It is DISTRUST. It is a REBELLION. It is a desperate effort of the people to get their votes COUNTED. And whether or not corrupt officials fiddle AB votes, too, they can't defend this rigged electronic voting system, or maintain it, if NOBODY WILL VOTE ON THEIR RIGGED MACHINES.

Vote by ABSENTEE BALLOT. Request it NOW! (You have to Oct. 31.) And, for goddsakes, vote for DEBRA BOWEN for Secretary of State. McPherson and Lapsely are Bushite operatives!

And they may be breaking California law by permitting the substitution of "provisional" ballots! This needs to be looked into. I'm not sure if Kevin Shelley's directive on the right to a real ballot was made into law, or was done by some power of the Sec of State's office. And I am not 100% sure that he forbade the substitution (of "prov" ballots). He may not have been aware in 2004 of how "provisional" ballots were being used (and tossed), and may not have said anything one way or the others. Lapsley's memo suggests that spare Absentee Ballots be used unless they run out! This opens the way for massive fraud by corrupt officials, who conveniently have no Absentee Ballots or other real ballots on hand, and force voters to vote 'PROVISIONALLY." "Provisional" means just THAT! An IFFY ballot. Major abuse of this in Ohio in 2004! --and there were also reports of it in Calif.!
