Is the Terror Bill void?? It was more than 10 days when W signed it!

Is the Terror Bill void?? It was more than 10 days when W signed it!

According to the Constitution, once a bill is presented to the President, he has 10 days (excluding Sundays) to sign it or it is void. I believe that it was presented to him on the 29th. George W took more than 10 days to sign the terror bill - so is it really even legit now?? This one issue should be enough to block it completely and make them start all over again. Does anyone know when it was officially presented to him?

(edit - forgot to give credit where credit is due - this was brought up on the local AAR)

2. No the Congress did not present it until the 10th I think.
Even though it was passed earlier.

Void? Nah, it would be a law, same as if he had signed it.

If Congress is not in session, the bill does not become law if the President does not sign it within 10 days. But as pointed out above, the bill was "presented" on 10/10/2006. Of the 5 bills introduced between 9/20 and 9/30, it was the latest to be "presented". Those bills are:

1. <109th> H.R.6138 : To temporarily extend the programs under the Higher Education Act of 1965, and for other purposes.

7. The point is moot because of the date it was presented to him.
However, if it's not signed within 10 days and congress is adjourned within those 10 days, it does not become law (ie, it is void).
