Not just the "Acquiescence of the Governed"...
The troops are stretched so thin that a move on Iran will require a draft. Even with a new terror attack I think Bush and an All-Republican congress will have a hard time getting the kind of support they will need. But if a new conscription law were passed by a Democratic congress in response to a terror attack....

There will be no draft as long as I'm president" during the 2004 debates, it won't be entirely easy to pin all the blame on Dems... But if Dems got control of both houses, it'd be easier to pin stuff on them. Still, if they want a draft, it adds cred to why so much is coming out against the repubs during this month. (the October Surprise nobody thought about, perhaps?)

That's a tough question. But even that you're asking it begs serious consideration. I mean, it sounds beyond fantasy. But I don't think anyone can say there do not exist structures within substructures that work to bring about incomprehensible outcomes, regardless of the superficial perpetrators.

He can just manufacture the belief of one. He can just freak everyone out by sending in the National Guard to secure a stray soda can left in the subway. Anything that will scare the crap out of people will work for him...:scared:
