Iraqis could take over in year, general says

WASHINGTON -- The top U.S. general in Iraq predicted yesterday that Iraqi security forces will be ready to take over full control of their country within 12 to 18 months as part of a complex timetable for progress being worked on with the Iraqi government.

With less than two weeks to go before the tightly fought U.S. midterm election in which the deteriorating situation in Iraq is the main issue, General George Casey attempted to reassure Americans that the situation was under control, despite the continued bloodshed.

Together with Zalmay Khalilzad, the U.S. ambassador to Iraq, Gen. Casey outlined to a Baghdad news conference a proposed timetable aimed at achieving specific "political and security milestones" on the road to transferring responsibility to Iraqi authorities.

"We are about 75 per cent of the way through a three-step process in building those forces," Gen. Casey said. "And it's going to take another 12 to 18 months or so until I believe the Iraqi security forces are completely capable of taking over responsibility for their own security." However, he quickly added that even then, the Iraqis will still probably require "some level of support from us."

5. Exactly. Weren't we supposed to be down to around 100,000 soldiers in Iraq by now?
Instead the number is going up.
