WASHINGTON - The White House said Friday that Vice President Dick Cheney was not talking about a torture technique known as "water boarding" when he said dunking terrorism suspects in water during questioning was a "no-brainer."

Human rights groups said Cheney's comments amounted to an endorsement of water boarding, in which the victim believes he is about to drown.

"You know as a matter of common sense that the vice president of the United States is not going to be talking about water boarding. Never would, never does, never will," presidential spokesman Tony Snow said. "You think Dick Cheney's going to slip up on something like this? No, come on."

In an interview Tuesday with WDAY of Fargo, N.D., Cheney was asked if "a dunk in water is a no-brainer if it can save lives." The vice president replied, "Well, it's a no-brainer for me but for a while there I was criticized as being the vice president for torture. We don't torture. That's not what we're involved in."

Cheney never endorsed waterboarding, even though he did. He also never said the insurgency was in its last throes, even though he said exactly that.

And, needless to say, Bush NEVER said "stay the course" - ever!

When Snow tried to say that "dunking in water" wasn't necessarily about water boarding... Who said "Well what WAS it about, then. Is there a swimming pool at Guantanemo now?"

9. Listen to what he says - Snow is telling the truth.

Like all Republicans do, quite often actually. It's hard to lie and deceive all the time - you will make mistakes from time to time and actually tell the truth. However, those mistakes are surrounded by enough other lies that most listeners won't catch them.

You think Dick Cheney's going to slip up on something like this?

"Slip up" is the operative phrase here, the truth, as is what he omitted.

"Slip up" is a mistake or error. As in, Cheney mistakenly stated the truth, a slip of the tongue, that water-boarding is indeed performed.

Snow also does not say anything like Cheney would never condone it - just that Cheney would never talk about it. (Because it's illegal and Cheney won't go on record admitting illegal activities.)

Snow's trying to get around it without really lying - and does a piss-poor job of it.
