he is also a Congressman. It's unusual as Reps are usually called Congressmen persons and Senators are called Sentors but this article uses the term 'Congressman.' Different huh?

Elected officials and political appointees aren't addressed by their titles until after they're sworn in.
Until that time, they're addressed as Senator-elect, Congressman-elect, President-elect, Ambassador-elect, etc.
