What book will America base it's values on, the Bible or the Koran?

Of course, there's nothing in the Constitution or BOR that mention either the Bible or Koran when it comes to oath taking...but let's not let a strict interpretation of the Constitution or the facts get in the way of a good scare-mongering and fundraiser.

is used for swearing in congressmembers. They all stand, raise their right hands, and are given the oath of office by the Speaker.

An individual, except the President, elected or appointed to an office of honor or profit in the civil service or uniformed services, shall take the following oath: “I, AB, do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God.”

No specific books mentioned there.

6. Precedent. Herbert Hoover.

Hoover was a Quaker, who do not believe in swearing oaths before God. Thus, Hoover took his affirmation of office on a copy of the Constitution.

Considering how serious devout Muslims take oaths before Allah, Ellison's willingness to be sworn on the Q'uran sends a very powerful message about how he will perform his duties.
