Uh... Can Bush Re-Appoint Bolton Now
Bolton's recess appointment could only last through January. However, now that he'll no longer be Ambassador, can he be appointed again, from scratch?

2. He could have, had Bolton not folded and cut his losses
He's going to have to dig up another horror for a recess appointment, Bolton's out of the game, gone to spend more time with his family.

The new Congress may do their jobs and challenge an unsuitable appointment.

They should have challenged Bolton, who was a recess appointment because he was too bad to get approved by a TAME Congress.

3. He can re-appoint him without salary
There was a right-wing nutjob suggesting that instead of sending kids to collect for UNICEF send them to collect to pay Bolton to stay on as UN Ambassador.

4. Don't think so
at least that's what I heard one of talking heads saying. But, not to worry, the WH is giving Bolton credit for making the wise decision.

Funny thing how when he was being given 'consideration' the first time around, the WH and specifically Rice had said they would keep a very close eye on him. The second time around, they're touting what a wonderful job has done and that he deserves it! I guess they cut him loose and didn't tell anyone.

6. While Congress is not in recess... NO
When Congress goes into recess probably around Easter/Spring Break then it could be done.

If you are asking if he could be nominated again... Yes
